State should give his approval to the Committee consisting of Mr. Sloss, Mr. Caine and Miss Ruston. On his return to Hong Kong Mr. A. Morse "resigned".

It is proposed that the Committee should then meet (by the terms of the Order-in-Council two members will suffice) and formally adopt all transactions previously undertaken by the Committee.
